In March of 2026, New York City moved from criminal summonses to civil tickets for cyclists. How does a ticket affect an injury queen now?

Glenn Herman says, a ticket issued to a New York City cyclist is evidence. It’s not a verdict, and doesn’t end an injury claim. As of today, the beginning of September 2026, the NYPD has issued civil summonses instead of criminal summonses for low-level cycling offenses, and this has been going on since March 27th of this year 2026, and what I tell riders is not just to pay the ticket. And this is like going through a stop sign, going through red lights. The police are giving summonses. But if you just pay the ticket, that might be treated as an admission. Meaning you’re responsible. New York’s what’s known as a comparative fault state, your share of fault reduces your recovery, but it doesn’t erase it.
